I am not a sbc fan at all. You need frame mounts, accessories etc for either an Olds or SBC V8. The Buick 350 is the only easy option. A 2004R and 3.42+ gears might help it keep up with traffic, it helped my 260.
May have also believed that a v6 would get better gas milage."Run what you got" comes to mind.
The 307 is an absolute dog of a motor. The extra weight over a 3.8 eats up some of the hp difference.
My guess is the 307 blew, someone didn't want to spend the money on a sbc or the like, and could get a cheap or free 3.8 so it got stuffed in.
I'd do it.

Sorry, it's a bit of an inside joke with me. My best friend has an LS9 long block on an engine stand in his sun room from his old ZR1. He wants to use it in something, and we've had many, many conversations about what it will go in and the forced induction choice. He doesn't want to go turbo, the engine is still on the stand in his sun room, and no project has started....And LS1s are so 1997, SBCs are so 1970, and so I’m ok with LS9s being 2009....I’m sure they will remain that for the next 30 years

I’ve had a little experience and some good results on an LT1 build....that turned into another tear down, and completely new build after 200-300 miles, that happened 5 times over the course of 4 years! It was my uncles project, he just always thought there was still something that wasn’t right...whatever, his money not mine!!! But the last time we built it, went with a stroker kit, got rid of the worst idea ever, the opti-spark distributor and converted it to an LS style COP setup, it put down 544HP on the dyno and ran a best of 10.16 that same weekend. The LT1 has the potential to make power, it was just a lot harder and more expensive when we did it (2003-2008-ish)No love for Lt1s or Lt4s what are they 2 year only maybe 3(94-96)
