Epoxy threaded studs to the underside of the cowl and then bolting it onto the steel hood.

You can bond the fiberglass to the steel using something 3M panel bond adhesive but you almost be guaranteed cracks in the paint down the road from where you feather the edges out.

Bolting it on would be the only full proof longterm solution.
 
I just put a hood scoop on a buddy of mines truck this winter, used 3M panel bond all around the hood scoop. Put screws up thru the hood into the scoop to hold it tight and squeeze the panel bond out to the edges. Finished with some short strand/long strand fiberglass mixed together and polyester putty to smooth it all. When I finished it looked like the scoop came on the hood. After about two months of driving it is starting to show some small cracks around where the scoop was bonded on.
I would say the only way to have a 3 inch cowl hood, and not have the headaches of it cracking or letting go, would be to buy a steel cowl hood.
If you are set on putting the scoop on make sure you spend some time to get it lined up and fitted to the hood. It may take some grinding/sanding of the edges and bottom to get it to fit properly. Don't just throw it on and hope for the best. Nothing looks worse then a crooked hood scoop. Just my 2 cents. Good luck.
