Looks like Helen Keller welded that. Interesting idea, just poor execution.

It looks like it was welded with a stick welder. It's hard to make a weld look nice with a stick unless you have a lot of experience and the exact right rod for the situation. Although they look ugly, they are probably decent welds.

My neighbor is a Steam fitter, and can make a stick weld look like TIG
