Not necessarily. If you look at a 2057 bulb it has dual filaments and two contacts on the base. That's why you have a difference in brightness with the signals and brakes.

wierd, so the day i decided to work on my turn signals, it decided to work again on its own. thing is, i just noticed today theres a light clicking sound behind my dash behind my cluster. what im guessin is, that theres a short somewhere behind the column going on :blam: maybe thats the reason my horn works when i make a turn, (disconnected it) theres a loose contact somewhere. damn.. :blam:
 
Another thing to check are the grounds near the core support. I ran into a similar problem once where the ground wire was cut and acted really odd.
