Call Majestic Turbo in Waco for an estimate for a 1985 Buick Turbo Rebuild.
Trust me, you can unbolt and bolt the turbo back in yourself. Its not rocket surgery. For $600, you can learn.
Even removing the housings is no big deal. Take cell phone pictures and scribe some lines between the housings and center section to make sure you get the orientation right. I sure there are youtube videos that show how to do this.
With the turbine (cast Iron) and compressor (aluminum) housings off, the center section is totally mail-able. Put in a large ziplock, put it in a box and mail it to a rebuilder for $20 (with $300 insurance).
The center section is the only thing in a turbo that is "rebuild-able". The housings are either "good" or "bad", If the wheels aren't worn/rubbed and the housings aren't gouged/rubbed, they are good and don't need to be replaced. Your boy in Houston didn't replace any of this stuff, so I assume they were good.
