can this be repaired wo welding?

no ....this is the only rust at all on the entire car.thats why I bought it.
fortunately its in a spot that's not too noticeable.i notice your from brick.were neighbors!

if it is then it's a great time to change the body bushings and to protect the metal in those areas....
 
Sadly, I'm sure that is the only rust you see, but there is more, especially if someone "fixed" that I'm sure they covered more. If its just a driver, I agree, clean all the filler off, clean the steel, treat it, panel bond a patch over it, and seam seal it. That'll stop the leak. If you want to fix it RIGHT, you need to weld.
Where in NJ are you? I'm in the New Brunswick area.
