It may be more likely some high mucky-muck NJ cop had his eye on it, and was waiting for it to be 'auctioned' at a closed, non-publicized police auction. That would explain the extreme reluctance to let it go back to the rightful owner.

So it turns out the car was stolen one town over from where I spent the majority of my life. And I agree with clone tie pilot, super corrupt.
