A bit more information might be helpful. Do you know what year the engine and cylinder heads are from (hopefully they're the same)? If you're not sure of the year of the engine, can you provide the casting and stamping numbers from the engine block? Did you use the entire belt drive from the '86 Monte, including all of the belt driven accessories, mounting brackets and pulleys? I'm curious as to why you're using the Chev intake manifold with a carb from an Olds with a manual transmission. The carb probably doesn't have the provision on the linkage for a kickdown cable. What powertrain did the Cutlass have in it originally? Is the transmission that you're using come in the car originally? If not, what kind of car did the transmission come from? By providing the answers to these questions, it might be easier to find a solution to your problems. Just my $0.02. Hope this helps.

i dont have clue i brought the engine just how it looks in the pic its used the guy had the engine in a 4 window coupe
can you provide the casting and stamping numbers from the engine block?
as far as the engine i have no clue i didnt paint the engine who ever did sanded the serial numbers off that are on the pass side behind the alt all i have is the intake mainfold numbers to go by http://www.nastyz28.com/sbcmenu.php

Small Block Chevy Intake Manifold Casting Numbers

Did you use the entire belt drive from the '86 Monte, including all of the belt driven accessories, mounting brackets and pulleys? yes but my tech used the old power steering it does match up

Chev intake manifold with a carb from an Olds with a manual transmission. The carb probably doesn't have the provision on the linkage for a kickdown cable?
That one got me to my tech installed everthing how it came on the engine . your correct no provisions on the linkage for a kickdown cable.

transmission that you're using come in the car originally?
my car came wit a olds 260 v8 transmission and been changed already to a universal chevy 350 turbo

in my opinion my tech messed up and did a shooty job im trying to fix his mistakes so bare with me guys 😀

Why didn't you use the correct pre-80s v-belt 350 pulley setup?
You could use a Edelbrock or Holley carb? (but either way, they are not provisioned for kickdown properly and will need a geo-correction kit...well atleast for 700rs like mines) So, I guess you should try to make it work with the carb you have. Unless carb is over or under-rated for what the engine will be making.
Is the carb you have now not properly provisioned for using the kickdown?

well the prob is my carb took a dump so i need to replace it so i wanted to go wit the correct setup... what a geo-correction kit? never heard of it

Well..lets not worry about what I said (its a geometric correction kit. Its was crucial for early 700r4s transmission life.)

So that intake/carb is spreadbore? You can get a squarebore adapter to run an Edelbrock. Or just go Holley because it'll bolt on no adapter.

May Help^

As long as you get the right backets, the right cable, thats it. I think some run their th350s without the kickdown even hooked up.

The reason why I was asking about the year of the engine is that I was trying to figure out your belt drive problem. I looked at the engine photo that you posted. I was trying to see if the cylinder heads have the threaded bosses on them for accessory brackets to bolt to. I enlarged the photo, but its difficult to tell if the threaded holes are there. Small block Chevy cylinder heads that were manufactured in 1968 (I believe) or earlier don't have the threaded holes, so I thought that could be your problem with the belt drive.
If you're going to do the SBC A/G body swap, your best bet for finding the correct parts, would be to find a suitable donor car (at the wreckers, through classified ads, etc) and take all of the parts that you will need from that car. That way, you're getting a complete set of parts, that all match each other, because they're from the same car, and providing that you're working with a correct donor car, you'll have all the parts you need to complete your swap, with a minimal amount of problems. Once your swap is completed, and the car is running normally, then you can go on to substitute aftermarket parts, in order to improve the performance of the car. That way, you're starting from a known point with a car that runs normally. If you run into a problem after a certain modification, then you can easily backtrack to figure out your problem. If you try to perform a swap with a mishmash of parts from different sources, it can be more difficult to end up with a car that will run properly. As I said before, just my $0.02. Good luck.

If you end up keeping your current carb go to a junk yard and get the linkage bracket for g body with a 305 in it that has or had a quadrajet on it. If you get a new carb such as an edelbrock or holley then buy the linkage bracket recommended for that carb and your set up. Actually you can probably get a new linkage bracket from a parts store anyway. As far as your power steering pump. Is it too far out toward the radiator or too far back toward the engine? If it is too far back shim it out with some longer bolts and spacers/washers. Or once again hit up a junk yard and get a complete v belt accessory set up off a sbc.
