Chrome Refurbishing ideas?

I'll attach a pic to show ya what im talking about.

I've tryed "TurtleWax Chrome Cleaner & Rust Remover." It helped deff. to clean the wheel and some of the light surface rust. The rust on the inner lip along the ring is whats bothering me. It does nothing to that stuff, Im trying to find a way to remove as much as possible without scratching the crap out of the wheels.

00 or 000 grade steel wool.

I've had good results with steel wool. I sprayed with clear coat to maintain the look, which is available in spray cans.

in addition to the steel wool I spray it down with WD-40 as I run the steel wool over it. Helps get the rust out of the pits.
