I cut mine off with a thin small cut-off wheel. If you take your time and are careful you can cut almost perfectly flush and not much work to surface them.

I also used a Dremel tool with a flexshaft and a very thin cut off disc. If you are careful and take your time you can cut them nearly flush.
 
I say keep the chrome...gives the car character 🙂
