Yes that's the relay.
 
My wiring diagram and your AC harness don't match. And I can't find the right diagram. So I may not be able to help.
 
The little two prong connector with the diode jumper is for the compressor. Your '88 is probably a little more sophisticated then our older models, but basically the same. My Pontiac has a major ground wire in the harness that rests on the intake manifold and is bolted to the compressor bracket. Nothing would work without that ground. That is what I was thinking. I'll guess I'll just have mount everything and see where it goes from there. I also found that diagram earlier, I'll have to get my dad to decipher some parts for me, those diagrams can be a bit confusing .
 
That's the same basic diagram I have but mine doesn't show the ground going from the relay to the compressor. That accounts for the black wires in your harness.
 
Look at the second pic again. That is C127 in the diagram, so yes that red wire needs to go to the battery/fusible link down at the starter. The reason NOT to run it to the alternator is there would be no circuit protection like the fusible link provides. ( old 70's cars used a 30 amp fuse in a holder from the alternator- that works too)The missing other C127 end should go to the fan relay and the pressure cycling switch located on the receiver/drier.Might be that one in your last pic. .The first pic I believe is the AC cut-out relay. It should be 2 dark greens, a black, and a lite green/black stripe. Depending on original motor, there may also be a power steering pressure cut-out switch. Then there should be a PCM connector, might be that weather-pack. I think you are missing some wiring unless it's still on the car somewhere.
 
That would make sense that the red wire is cut if it went down to the starter on the 307. Now I do have some wiring still on the car. The plug that has the red wire cut I believe plugs into a body harness which is still on the car.

Alright so while I'm waiting on a blower motor resistor, orfice tube and drier I was checking the wiring today. Correct me if I'm wrong, but shouldn't the pressure switch connector have constant power when the AC is on? Also the red wire that is cut has no power when plugged into the body harness. Only the green wire on the body harness side (the AC harness plugs into this) has power when the AC is on.
 
If you are taking your Cutlass to your Senior prom this year why does your girlfriend care if it has a/c. Are you going to buy your Cutlass a corsage?
