I've used it in the past and didn't think much of it. I prefer Rust Bullet myself.
 
No chemical will ever remove the rust, only sandblasting or acid will do that. That being said they claim they seal it and keep it from spreading, depending on where it is it would probably work fine. I have always used Loctite's version of it, I wire wheeled my whole frame and sprayed it on the few spots that still showed black, then applied Summit epoxy prime and black paint, I'm sure it will hold up fine over time for a frame but I would never use it on body panels for fear it will come back
 
I don't have any major rust on my frame, just a lot of surface rust from using crappy paint 12 years ago when i got the car. I am more or less looking for a fairly easy way to prep the rust and put a coat of black chassis paint on it.
 
Wash off any grease if you have any off the frame then wipe it off wax and grease remover to remove any soap residue then scuff wipe again with wax and freaks remover then paint. I haven't had any issues even drop tools on the paint without issues.

I did my header panel with rust encapsulator and top coated with chassis black. It is good stuff in my opinion. Prep is the key.
