MONTE CARLO southern state guys - is this considered normal rust?

here in North Carolina, we still see some rust issues in the normal places, albeit, not the amounts usually found in the northern cars, but it's there... we don't have as harsh of winters down here, but when we do, they use ALOT of salt and brine solution. not many here are in the know to wash the salt off as soon as the weather breaks, so we do see some of the rusting... My 82 Regal had floorpan issues on the driver's side from doorseal/windshield seal/quarterwindow sealing issues which ended in pan replacement...

always see if you can have a look, don't always trust a southern car to not have rust.... The General did a poor job of sealing these cars at the factory, and we're paying the price, no matter what part of the country we're on...

Spot-on. In person viewing is important when the price requires increased scrutiny.
 
I pulled up the carpet from the car to get a good look at the floors. There is surface rust under the passenger side of the rear seat bench, and there was a patch welded into the passenger footwell left corner, as well as the driver footwell right corner. There are also two holes, 1/8" and 1/4" each in the rear passenger footwell area.

After examining underside the car, the only rust is where the car was patched in driver front footwell and passenger front footwell, no other areas show much rust if any. I am thinking if this is the extend of the floor rust on the car, it may be worth saving and keeping to build? Thoughts on the photos below?

There are two holes, one in each corner of the firewall that are poorly sealed with foam and tend to leak down to the front Floorplan. To reseal these holes requires pulling both front fenders.
 
Yes the wires will be run neatly along the side before carpet installation.
What do you guys suggest plugging the two small 1/8" and 1/4" holes with?
Today I plan to wire wheel the surface rust, then coat in KBS sealer.

Also would you guys suggest putting down stick on sound deadener over the floor or do you think that would just trap moisture in future for more rust?
 
Welding up the holes is best however they are very small and sound deadener will keep those holes from leaking or water getting in.
Amazon sells numerous brands of sound deadener for under your carpet. Thicker is better (80ml) and be sure to get the roller.

Yeah dude keep and build that bad boy. That isn't that bad. You could get rid of it and get another...which could be FAR worse. Your in a good spot there. 🫡
 
If you wanna be ghetto and cheap like I've been in the past..before owning a welder..for pinholes i have sanded down covered under with tape and used a little reinforced fiberglass or a little steel mesh and some jb weld epoxy and sand down a bit then paint over it.. never had any issues but again that was when i didnt have the proper tools or $. I guess lots of ways to skin a cat
