No under-hood visual inspection in CO? Only tailpipe test? We should be that lucky here in CA ....

We get a grace period to retest here in MD, then if you spend enough money, you get a waiver. Really, you have to get it tested to figure out where you're at.
Its running rich no matter how i tune it, no way it would pass as is. I put a fuel pressure regulator on so i think the jets may be too big.

why not invest in a wideband (almost said wide body thinking of Mike) A/F mixture gauge so you'll know exactly how the carb is running. A 600 CFM on a 350 should be perfect

My point was to find out how bad you're failing. An over-lean will burn your eyes, too. Like pontiacgp said, get a wideband; it'll get you as close as you can get. That doesn't measure the hydrocarbons they're looking for, though.
