Though you do need a minimum amount of vacuum for power brakes.
and yes, 32in was wrong. Modern efi can get up to 28 and spike higher, but a carb will usually top out at 20 or so.
and like said, tuning wont raise it past a certain point, its really dependant on the cam, just go for the highest steady reading with the best driveability
