Fix it or part it???

It must be saved. The interior is in good shape, it already has the 200-4r, and the exterior seems straight. The rust under the top could be bad or it could be not too bad, but you wont know unless that top is pulled off.

Water has to be getting inside the car some how. Going by how rusted the steering wheel, the gear and tilt lever, and the dash skeleton is i would bet either the floors are gone or the top has holes in it letting the rain in. The dash looks like it is covered in a layer of mildew. I'd say part it. The hood, wheels, and rearend will bring good money. Otherwise, you are going to really need to be in love with the car and not concerned about spending crazy money to get it back into shape.

I'm guessing '83 based on the gauge cluster. I'd be concerned about the condition of the roof under the vinyl based on the rust weepage coming from under the top moulding. Looks salvageable, but also looks like it could be a project that gets scarier and more involved the deeper you get into it.
Yep 1983 and ya the top scares me bought the car sight unseen but for what I paid I couldn’t turn it down! Since I have an 85 and 86 t type

I don't know if the floor boards and roof have issues but the interior looks pretty good. Look at very front of trunk up and down and may give you idea about how much rust

Here's a positive on the steering wheel & shifter rust. Keep in mind cars sitting for sometime can sport some surface rust on those spots. A good chrome cleaner/rust remover should make them shine again.
 
83 would have an 7.5" correct?
Yes. If it does get saved there are plenty of repair parts out on the Internet if you are willing to spend the money.
