He did a horrible job on it, but he made it work. He did a good durable notch job but it just looks unfinished. He just cut like a 4" section out and welded in a 4"x4" piece of 1/4 c-channel but didn't grind it down flush with the crossmember or coat it with anything. So it rusted over fairly quick. Sorry to hear he didn't do that great of a job.
