Having starter issues..

hey guys, I'm back again with yet another issue.. this time with my starter. I am dying to get my new motor fired up and get my car back on the road but it seems like the closer I get the more problems I have lol

Anyways, when I finally went to start the motor I don't get an action from the starter. Not a click or even an attempt to start. (All the other lights and electronics were fine though) I thought maybe the new mini starter I bought last year was a dud but when I removed it and hooked it up to a battery it worked great.

When I hooked all the wires from the car back up to it I got a fully 12v at the battery terminal and when I put the meter on the ignition spot it read a full 12v when attempting to start it.. so I seem to be getting normal power. For some strange reason when I do try and turn the key to crank it over the windshield washer motor tries to move but doesn't go far.. not sure why that is? Lol

I'm starting to wonder if there is something wrong inside the column preventing it from starting? Like the neutral safety switch?

You will have to excuse me as I am very new to this stuff and am struggljng quite a bit. I took a pic of what I think might be the neutral safety plug on the column. It's the 2 black and 1 orange wired plug next to where the reverse light plug used to be (green and blue wire plug that I recently moved to a floor shifter).

If anyone happens to have any input or advise on what I could have done wrong I would greatly appreciate it. I want to get this beast fired up already! Lol

when you have the key in start position do you have power on the purple wire at the S terminal on the solenoid?

Yes, when it is in start position that terminal says 12v on the meter and nothing when I'm off position. I assume the S terminal is the one that is a plug? If that makes sense? Lol
 
The "S" terminal is the small, inboard stud on the solenoid.
 
the battery cable should have 12 volts at the solenoid on the starter all the time. The purple wire triggers the solenoid which is basically a relay
