Check if the ground wires under the dash are tight and not corroded.

Ground the radio and headlights. First, check the radio ground; put it to bare metal. Then, above the parking brake: there are 2-3 18ga. grounds with big ring terminals that go to the 10mm dash mount bolts (threads up). If that's good and tight, in the front light harness/split loom, near the horn, there is a single 18ga. ground supporting the front lights. Trace it back to the splice in the haness, about 8-10", cut the splice off, install the 6 front light wires to a yellow butt connector, and a new 10-12ga. ground wire and ring terminal. reinstall the ground bolt.
