86 Monte Carlo LS 350 200r4 trans. I’d say around 60mph car is 4,000 rpm. I wanted to put her on the Interstate to see how it performs for the first time but idk if this correct or not, That seems way to high , it kinda feels like I’m missing a gear to be honest. Like I have one more gear.
 
Yeah that's high unless you have a crazy stall converter. For reference I'm running 5.3/4L80E combo with a 3300ish 9-1/2" billet converter going through a 3" driveshaft and 3:73's out back. At 70mph my Cutlass is running at 2,450rpm with converter locked up.
Either your trans is out of adjustment, or you have a crazy rear gear.

How long has it been doing this?
 
Are you sure its actually revving that high? Does it have the factory tach? I've seen more than on person say the car was revving super high on the highway only for it to just be a factory tach that wasn't reading correctly.
 
Confirm the rpm and what rear gears you have. If that’s correct and you have less than 4.56 (race) gears, then the transmission is broken. Find a reputable builder and have them treat it right.

I’ll check to see if tach is in good shape, but I will say any light acceleration it’s at 3,000 rpm comfortably, if I let off the gas & let it cruise it drops to 2,000 rpm . . . . It just loves 3,00 rpm & above
 
Universal tach set on 6 cylinder. 😉
