Ok, So I know it's been a while but I finally got my hands on a old new relay. I've installed it and everything is working back to normal. It actually warms up faster which I thought was odd but it's probably because it controls the choke better and doesn't run at such high RPMs. Thank you to everyone that help me out and gave me pointers and advice. If it weren't for you I probably would have spent too much money trying to get someone else to fix it. Or I wo have just let it sit there until I got tired of it and sold it.
