how can you tell when a vavle went bad

What valve? Engine valves? If so, a leakdown test will help you with that. A vacuum gauge can help too.
 
Or a exhaust lobe on the cam went flat and its popping back though the carburetor. Remove the valve covers one at a time and see if all the rocker are moving .

start the car and hold a strip of paper over the tail pipe, if the paper gets sucked into the tail pipe you have a bad valve
 
A good Ol' compresstion test works good. If you have a bad valve, you will have a cylinder that has 0 compression. The TP test also works to see if your engine is burning oil.
