how do i remove parking brake cable from backing plate

A tiny hose clamp will work too.

that would have to be a super tiny hose clamp to fit through the hole in the backing plate. but the wrench worked damn good. i literally slipped it over the cable and just moved it up and down like 3 or 4 times while pulling on the cable from the backside of the plate and it just popped right out. now the other side took a little more moving of the wrench but it came out pretty easy
 
Yes, tiny like fuel line size, you just tighten it until the clips pass through,and it pops right off.
