How does this happen to a tire?

Guys at the tire shop told me they couldn't plug this tire!

I kicked what I thought was one of my dogs under a bush chewing on something the other day and it jumped and ran away straight through my neighbors yard and they absolutely freaked out. Albertans. Was a huge cinnamon bear about 50 ft from my house rooting in the ground. I have 3 aggressive dogs that were all blissfully unaware of it Part of BC living. Bears are alright, it is the cougars that need to usually be dealt with in what I like to call 'judicious lethal force'.
