Improving Headlights

I live in New York, meaning I drive through some less than perfect weather with my Monte and the headlights suck. Bad. I got projector lights for Christmas and they area little better, but still nowhere near as bright as any newer cars on the road. Is HID the only way to go? I'd rather not have those annoying blue lights.
 
I have two bi-exnon (hi/lo hid) and two hid for the hi beams. I use Hella lenses and they have a nice patterned beam and I use 4300k which is similar to the color of the OEM sealed beams but much much brighter. The Hella lenses lets me adjust the headlight beam like they should be without bothering oncoming traffic. This is the best set up I have had on my GP
