Is this the proper way to install shock hardware?

To me it looks like the black washer matches the silver one on the other end next to the nut. The stepped washer in the middle is the one that's odd and doesn't belong in the "kit.".

They are very similar.

If they are Bilstein shocks why not look up the part number for installation instructions..
