When you do finally get it out

You dont have to reinstall that bracket

Makes things a lot easier

With this cold wind, I got up under there and found the location, Now what I am trying to figure out is how I am going to get at that bolt. From underneath I tried a couple of extensions and an angle head that's not working too well. Any other way to more easily access the top bolt?

Don't take the top one all the way out, just loosen it. Then take the nut off the stud and rotate the bracket off the starter

I find that a long (or stack of shorter ones) extension from ahead of the crossmember to be easier to use than trying to work in behind the crossmember.

That bracket helps support the weight of the starter, and can help prevent broken starter noses. Lots of people do leave them off, though.
