New Brake Question

Its been a little while since Ive posted any questions since Ive been stuck trying to finish stuff on this house. Now that things are almost finished my plan is to finally get back out to the garage and finish the cars. Its been way too long.
On the 81, I still have to figure out whats going on with the brakes. Basically I can hardly stop the car. Factory discs on the front and the large Torino drums on the rear that came with the Moser rear. The motor isnt crazy. Well over 400HP but nothing radical. 510 lift Comp Cam. I checked the vacuum and I dont remember the exact number but it wasnt super low.
I considered getting an electric pump but a quality quiet pump is a decent amount of money. I wouldnt mind spending it if I knew it would fix the issue. The only problem I can see would be wiring it. Everything out of the bulkhead already has a home. I would have to redo some of the harness which would be a pain in the butt.
I considered doing manual brakes. Not a huge expense.
My buddy sent me some info yesterday on a hydro boost setup that was on ebay. He said they also sell them for G bodies. A bit more money and more involved since the power steering is all new and together.

My question for you guys is whats everyone using besides stock masters/power brake setups ? I dont want to tear everything apart again.
 
Assuming there are no actual issues with your braking system other than low vacuum, do you have a vacuum canister installed?
I have a similar set up in my Regal with a 355 SBC, stock front rotors with EBC pads and 11" Ford drums out back on my QP 9" and my Regal stops very well with having the reserve of the vacuum canister. They also come in black.

I dont have a canister. As far as a problem with the whole system, every single part is new. Front to back. Needless to say I was shocked when I tried to power brake the car in my driveway and went across my lawn. Brakes didnt hold at all. Same with driving it down my block. Standing on the pedal and it barely stopped.
