New engine but no fuel help!!!!

That bolt hole is there to so you can hold the rod in place to help with the installation of the fuel pump. If the bolt isn't re installed oil will flow out of the hole. The bolt doesn't affect the flow of fuel or operation of the fuel pump
 
Yeah the top bolt hole is for the rod but the bottom is the one that I had to plug, I wouldn't say anything if I didn't have the same problem! That what fixed mine just trying to look out for people so they don't have to go spend a sh*t ton of money trying to Chase down the problem
 
it's a mechanical pump, as long as the rod is the there and sitting on the arm it will suck and pump the gas. There is no bolt on the front of the block that has anything to do with the fuel pump operation. I would be taking the pump off to make sure the rod is positioned correctly on the arm
