Good looking car. Check the rear gear ratio. If the speedo reads way slow, someone may have swiped the 3.73 rear along the way. Or trans swapped

Thanks! It's actually the opposite, it is reading faster than I'm going. I think it may be the bigger tires.

A steeper rear gear ratio will make the speedo read much faster than you're actually going. The 3:73 gear in my wagon made the speedo read close to 75 or 80 and I really was only doing 35-40.

If everything else is stock, larger rear tires will make the speedo read slower. I'm no scientist, but remember physics in high school? A larger tire doesn't need to rotate as many times to go the same distance as a smaller tire. So it rotates slower.
 
I wonder is that the original 307? Strange some parts are wrong and some missing. I would check the tag on the trans, should be OZ I believe. What size tires are on the car?

Wrong air cleaner isn't surprising at all, lots of them disappeared over the years.

As far as the cruise control setup goes, that may have less missing than you think. IIRC 1983 was the last year of the solenoid based unit on the fender well that didn't have extra stuff mounted on the intake the way later years did. The solenoids are interchangable, but hard to find. The reman units dried up, and what is out there interchanged with the corvette which means... $$$$$ unless you find used.

There were a decent number of vacuum lines running around to it though, so it's possible at the same time the air cleaner changed the vac lines to the cruise left too. Pretty simple to hook up, just needs some plastic fittings including the cross shaped one with a bent tip.

the trans tag is OG. I do have the A5 cylinder heads. But it seems I may have a 84-88 ECM wire harness. All 4 tires that are on it are P235/70R15 and should be P215/65R15
