Non A/C blower motor constantly running.

Hey Guys,


I just recently installed a non a/c heater box setup into my monte carlo ss. Everything seems to be plugged in correctly, and works, kind of..... The selector has a high, a low , and a middle setting (OFF??). The blower motor spins slow on the middle and low setting(Same speed) and spins fast on high. My problem is that the blower motor wont shut off. Is it supposed to shut off? I unplugged the selector completely and it still spun on low. Could there be a possibility i need a new blower motor? please help guys, as this has got me baffled. I also hooked up my old selector from the a/c setup and it did the same thing?? If its supposed to be always spinning on low, then why is there 3 positions on the selector??? Thanks again,

From looking at some wiring diagrams, the motor should be off when the switch is off. I am not sure if the fan control will have an off position, does the vent control have one?
 
the controls dont have an off position, those just have hot and cold on the bottom,and defrost vent and heat on the top. The fan switch has a low, and a high, and a white filled in O in the middle. heres a pic, sorry its blurry.
