Well I'd like to thank you guys for your suggestions, problem turned out to be rubber hose going from the pickup to the hardlines. it was all cracked and frayed and so the fuel pump couldnt get any suction to pull up the gas. To replace it i removed the passenger side strap and let it down with a jack then i loosened the drivers side as much as i could and that gave me enough room to remove the hose clamps.
Replaced it and by the time it fired up the fuel reached the filter and the carb! I was able to play with the timing a little and lower the idle a little bit, I got it down to 1000 before it started to stumble a little, at 12 degrees. The carb is brand new so it needs alot of tuning but at least now I can get some tuning done.
