Was it popping out the carb or exhaust?
 
Popping out of carb indicates out of time.

id go back and just double check everything,i know you said you didnt remove the distributor but have you replaced the pickup coil or primary?its hard to do unless your junkyard surfing like me and happen upon a msd coil out in the junkyard but without alittle modification you cant swap primary coils between distributors of different makes.you mention the carb has been rebuilt and is an electronic one im assuming?is the tps hung up or misadjusted?have you checked to make sure the mc solenoid isnt bottomed out or the idle needles for that matter?i know you said you checked and either saw or assumed fuel was getting into the engine but thought id ask for elaboration.it wouldnt keep it from starting but gonna need to replace the egr and o2 sensor the computer will act wonky without them.also curious you said the rotor points the right direction but whats the slop on the chain like?could the timing chain of slipped?

Update for everyone!

After stepping away from the car and then getting to look over everything again, I wanted to thank everyone for their input. The car was indeed out of time!

Once I got it going, it starts like a champ every time!

I appreciate all the feedback. I definitely learned that even though you don't think that particular thing is the issue, CHECK IT! :mrgreen:
