Lots of great info. Probably the best thing to do would be to get the lockup working first. I had issues when I first got the car on occasion, then they disappeared. Five years later I had the TCC solenoid replaced because it was acting up again. Seemed to help, then it went awry again, so it got unplugged. Might be the converter.

Does your speedometer needle jump around when your driving? If it does it would cause the VSS give an erratic signal to the ecm and make the lock up converter not function correctly.

I cannot get my converter to lock up in my TH350C, so it does happen. New solenoid, direct wiring to the solenoid, ground checked and still nothing. Either blocked internally or the converter clutch is shot.

Yes, the needle does "flicker". Gets worse in cold weather, starts to clatter. It's been doing it for years.

Have no clue how to fix that, but it's on the list to figure out. Was told the speedometer cable just needs lubricated with graphite lube (?). I just haven't messed with it as it's one of those things I would rather have function imperfectly than not at all because I touched it.
 
Lubing the cable should help.
 
I would just replace cable its not that expensive. You could try lube it but its not going to stop the metal cable from fraying.
 
If you have a TH200-4R, a new cable isn't all that expensive. Wouldn't hurt to squirt a little liquid graphite juice down from the top just to be sure. Factory didn't lube them all that great IMO. Let it drain down into the cable housing a bit before clipping it up to the speedo. Don't go crazy with it. Just several drops.
