I would start with the heads, they are pretty well the #1 thing that will hold the power back. Exhaust and camshaft next. Even if you went with the reproduction Thorton dual manifolds its a huge improvement over the stock manifolds with the crossover. The intakes (depending on which one) have shown about the least amount of gain so that would be the last thing on my list. I have seen various dyno tests of different intake manifolds on an olds and they weren't that noticeable over the stock one unless you are going for higher RPM
