I would first caution you that chemical stripping is an awful, toxic mess. If you want to do it, be sure the car will be garaged for the whole refinishing process. After you strip it, it will be very prone to rust if it gets rained on, and you could have a nasty surprise that comes back to the surface a few months after you paint. I am dealing with that right now on the roof of my car. It was primed with a urethane primer, but I guess that moisture still got through it when it was rained on.
Also, after the car is stripped, make sure to use a metal prep treatment on the bare metal, and follow it with a direct to metal etching primer. Your paint store will have the exact products you need. Also be sure to use a complete system from one manufacturer so that you do not have compatibility issues.
As for the bumper covers, Those will be a mess to do. You could have them media blasted with a very gentle media that won't attack anything but the paint. You could also use chemical bumper stripper, but that is more mess than it is worth. You will curse the day you ever tried the stuff if you go the chemical route.
