What is the best Paint and clear to use on a 1987 Buick Grand National to give it that great black look and shine

Perfect and smooth as glass bodywork. If the base is great, the paint job should be too. It's all in the prep. If not all, at least 99% is.

Any good quality paint should work. Make sure you stick with the same brand from start to finish regardless if it's BASF, DuPont, Sikkens, PPG, etc.

Someone else may have a favorite.
