The wheel cylinder will only expand when you push the brake pedal which is not a good thing to do when you have no shoes installed. If you push on one piston a little the other piston should move out if it's not frozen.
 
It might, but push the ends of the wheel cylinders, they should move with a little pressure.
If the adjusting mechanism fell out when you took the drum off then you should replace it as well as the shoes.
If you do the whole job then you won't have to worry about the rear brakes for a long time.
