Rust Free Because You Spray Painted The Frame??

Good people of GBF, allow me to vent:

I'm searching for an El Camino. I see them often on FB and various auction sites. I ran across this one today and I thought the listing was a bit interesting. When I look at this picture, I don't see "rust free", I just see a spray painted underbody, evident by the over spray all over the tank. Am I way off here?

Yep, they spray painted right over grease on the front frame horns and the driveshaft is half covered by dry spray too. I wouldn't be surprised if the tire treads had black paint in them to give the illusion of more rubber being left.
 
I'm guessing it didn't come with a Chevy engine since it has a fuel line zip tied to the front sway bar going to the driver's side.
 
Typically car flipper shenanigans. Paint won't even adhere to the factory chassis wax coating and will be flaking off soon. A rust free car shouldn't need a replacement gas tank installed. Moreover, a Cali car likely would not have an illegal catlesss dual exhaust with their strict inspections out there.
