Take absolutely everything off the frame. Be prepared for pinholes to be revealed. If you live in a humid climate, get some phosphoric acid or better yet, POR-15's Metal Prep or Eastwood's After Blast. The latter two are designed to leave a zinc/phosphate coating that protects the sandblasted metal for a month until you can coat it. A drop of rain on blasted metal will start rusting before your eyes. Eastwood also sells a green or black inner frame rust converter/coating that will deal with the rust you can't get to.

If you also blast the rear axle, tightly wrap and duct tape some rags around the yoke seal and the axle ends so the blaster does not wreck your yoke and axle sealing surfaces with grit.
