Nope, but anything is possible.

Filter basics - when you tighten the filter and the filter seal 1st comes into contact with the filter housing - turn another 1/2-3/4 turn. It shouldn’t leak and should be tight.

Things to check - when the filter stops spinning on freely, is the gasket contacting the housing or is it tight because of boogered up threads in the filter adapter?

When installing a sbc oilpump from the bottom does the distributor have to be removed or is there a way to install oilpump with rod that goes into the distributor from bottom of the engine?Thanks
Not that I am aware. The dist has to be out. The dist shaft must align with the pump grove held in alignment by the plastic sleeve. Bring ! 1 to TDC, Mark the base of the distributor and the manifold, pull it out. Install oil pump, put in distributor pushing down on it until it aligns with the pump shaft. Align dist/manifold marks and all is well.

Have to ask... Do you have a plug or sending unit in the oil port above the filter housing on the side of the block? (Black Arrow)
Easy to overlook the plug being installed or break the sending unit while working on the engine.

just gonna try new adapter and filter first before i replace the oilpump

This would be my next suggestion, quite possible the bypass valve on the oil filter adapter is blocked off or is stuck closed. Local engine builders near me have mixed opinions on blocking them off for street engines but will "highly suggest" this modification on race engines.
 
Make sure the filter isn’t hitting the bolts for the adapter. 60 psi isn’t a lot of pressure. And the oil pump bypass opens at higher pressure at higher rpm. So if it was stuck open the engine would have no oil pressure at idle. And if it was stuck closed you would have high pressure at higher engine speeds.
