tach bounces when ign turned on but sits at 0 when running ,worked when it was mothballed for winter ?? All other gauges work !

It's probably your jumper bar. I had the same problem .You can remove the jumper and solder in a piece of wire in its place .

I’ll look at this week, is it hard to remove the gauge cluster ?

Not at all . take all the screws out and pull it straight out just enough to reach in and unhook the speedometer cable .

IIRC chevy tach's don't have the 6/8 cyl. jumpers like olds/pontiac. they're different circuit boards. check the wire from the distributor to the firewall. maybe it came loose or something chewed it in two... start there.
