A socket or a piece of pipe that is the same size as the seal and a hammer.
 
Dude Im getting really pissed at this. They couldnt have made this any easier. Maybe mine is defective or something. Ive even tried to put a piece of wood on top and hitting it with a hammer. This is bulls#$@!
 
Oh I finally got it. I damn near had to roll this thing over with my car to get it in. Thats the last time I buy a 2 piece timing cover. Being cheap has its limits.
