Yes, the cleaner will evaporate.
The cleaner will remove grease and dirt and evaporate leaving no residue.
I think on your year car the circuit membrane is an actual copper layer. Some of the later ones were a mask of a type of copper/silver paint that over time develop high resistance along with peeling off.
Once you pull your gauge package out, you can see the circuit card and what needs fixed/if needs fixed....
Ultimately at the moment, you have a back feed due to high resistance some where and most likely, like others have said, on the ground side where rust/corrosion is creating super high resistance or stopping flow all together. Once you find it, things should go back to normal.
