Valve stem seals?

It could be some residue has gummed up the needle so I would try some seafoam, or whatever you prefer, in the tank. That may clear it up.
 
Found what might be a contributing problem to my plug fouling. Earlier L69s use F45TS spark plugs gapped at .045. While later L69s use colder F43TS plugs and a smaller .035 gap to reduce ignition coil failures. My engine has an Accel coil installed by the PO so I should be able to run the hotter plugs.
