NJ, too - though I do recall a trooper, on rt 295 in NJ (65 zone) getting behind someone and just using his PA to tell the driver to "hang up the phone" and carried on. No pull-over, no ticket.
Yeah, it's a cliche, because the driver who was on the phone was a young, attractive woman. I'm thinking my scruffy-*ss would've been hauled out of the car and thrown against the hood of the patrol vehicle.
Thankfully I've never been tempted to hold a phone up to my head or text while driving. At a traffic light, maybe. But NEVER when moving.

They made it a law in NY to get the hell out of the way for a stopped emergency vehicle. They even ran that info on the traffic bill boards and I couldn't help wondering "They gotta make a LAW for that?" I guess so.....
