There is no need for a fuse in the battery cable, I would put a new battery cable in and throw that one in the garbage.

I'll figure out the issue Monday when it goes back to the shop. I might be wrong saying its a fuse in the starter, i really dont know.

if you are not sure that fuse is in the line going to the starter just pull the fuse and see if the stater will turn the engine over, if it does turn over that fuse is protecting something else and if it keep blowing you need to find out the reason it's blowing

I have no idea why someone would put a fuse there but a 100 amp fuse is not nearly enough for a starter. Do not put a larger fuse in that fuse holder unless you know what rating the fuse holder is and it can handle a 200-300 amp fuse. Like I mentioned before I would throw that cable in the garbage and put a new cable on.
