^^ what he said.. I would start with drilling a hole in the cap and look for spark and then go from there and phase it
What do you mean by phase it? Also so I am looking inside the cap to see if the spark from the coil is jumping to the posts on the cap?

I know I have spark from the coil based on the light in my spark tester. Spark is getting to the distributor but that’s as far as it goes

Those Chinese HEI distributors are well built. Mine has a similar to points instead of more initial like a HEI advance curve. You should be able to run around 40 degrees, initial and mechanical, plus full vacuum advance with your low compression Olds V8.

Bought a HEI distributor off amazon for about 45 dollars and then wired in the HEI two wire pigtail and set it to TDC got everything in and started it started but was way too rich so I tighten the idle mix screws of course accidentally too much so it was idling but under load occasionally it backfired out of the carb and died but other than those times it needs tuning but I didn’t have time because my daughters nap was over so I assume when I get it timed right and the mix right it will stop with the carb backfire.

how do I set initial timing and how do I know the curve and total timing in the distributor since it didn’t come with that info?

2 wire pig tail???? HEI only has 1 wire (RED) input on right side label B+
Other port on left side is for Tach output.
If you had firing order correct all you shiuld of had to adjust is timing, idle mixture should have been close enough from old dizzy unless it was messed with prior.
Sounds like you may have some wires crossed, 5&7 get me from time to time
If motor is under a load your are most likely off the idle circuit and and onto main jets

Two wire as in batt and tach output and yea previously I personally feel like the idle mix got really messed up so now that I have a new distributor I wanted to try and lean it out a bit. I’m fairly certain my wires are right but I’ll double check it once I have more time thanks for the suggestion

If it backfires out of the carb, it's too far retarded (like me!). Olds like a lot of initial, so crank in 12-18⁰ with the advance unplugged. Then, shoot for 34-36 total. Plug the advance back in, and you may see as high as 45-50, which is okay as long as there's no pinging under load.
