On top of that as beermonkey says it will leave your speedometer and odometer off. Its a big car unless you are going for the Mexican lowrider look but they have even smaller 13" rims. I gave you my size recommendation for a little more serious or muscle car look fit and appropriate for the car and factory ralleys as well as keeping your odometer and speedometer correct. Check them out on http://www.tirerack.com and I believe you can have Wallmart and at minimum Sams club get them for you cheap as well.
im thinking of getting bigger rims like 16s or 17s.

You specifically asked about 14s. Lots of good 15s both wheels & tires but only about two common rims & tires for 16s that look & fit right. I mentioned the 14" factory ralleys because you can usually find them easy and pick them up for dirt cheap plus they look & handle good as long as they are not fitted with a tiny tire.

There are a couple good Quadrajet books out there. Too tedious for me. I find a reasonably priced local carberator shop and have them do it or send it off to a pro if I am useing it with a built engine.

is it normal wen i turn on my car in the morning if it stays reved up to like 2300 rpm to warm up then wen its warmed up and i put in in drive it goes down to 650 rpm??

thats fairly normal. mine goes up to 2 grand and then way down. you can set the choke by bliping the gas petal. any new updates on the car? plans?

i jst got a sound system two 12" kicker comps and voice speakers and installed the deck. i will post pics of deck installed 🙂 .
BTW thanks for the answer.
and also i plan on sanding down the car and lowering it and putting some rims on it.
