As far as making power I doubt this TBI would make much of a difference over his current CCC plus it is only legal in California for 1975 and earlier so it wouldn't be legal for 1983.

You could do a turbo conversion, but the result (what you can see when you pop the hood) would have to match a completely bone stock '83 or later factory turbo motor. A state Referee would have to certify that this is so.
